Global Strategic Sourcing (GSS) and Category Management Model with Amgen enterprise wide procure to pay systems help our internal client partners reduce their overall cost of acquiring goods and services, maximize their supplier relationship management (SRM) and improve their sourcing, procurement and supply chain efficiency. Sourcing and Procurement solutions are designed to delivery spend savings, risk management, increase compliance, transparency and management control over spend and improve performance and innovation.
The GCO and Corporate Communication Sourcing Senior Manager will be responsible for managing sourcing processes for GCO and Corporate Communications initially focused on the North American Commercial Operation (NACO) BUs. In addition the person will support the development and implementation of sourcing and category management strategies for assigned GCO and Corporate Communication sub-categories. One of the key responsibilities will be to build relationships and early engagement with PSTs and other key internal business client partners. Deliver maximum operational and commercial benefits to Amgen. Collaborate effectively with business partners and key stakeholders (e.g., MOPS, Brand Teams, Functional Area Leaders, Finance, Legal, etc) and suppliers to develop category specific sourcing strategies for the GCO and Corporate Communication initiatives that are aligned with Amgen business objectives and strategies. Establish Governance Models and clear roles and responsibilities to identify and prioritize business opportunities and efficiently implement them through cross functional teams using best practice strategic sourcing processes (e.g., Category Management, Supplier Relationship Management) and tools (e.g., eRFx, eRA). Develop sourcing strategies and implementation plans that fully leverage Amgens spend working cross functionally locally, regional and/or global as appropriate) and optimize value (cost, service, quality) while balancing Amgens additional business requirements (ROI, assurance of supply, innovation, regulatory compliance, risk management, process improvements etc). Develop and maintain a balanced scorecard of GSS metrics and supplier service levels to measure and communicate to Sourcing Leadership Team (SLT) and Functional Leaders.
Strategic responsibilities include: be the one stop contact for specific business unit, leading the industry analysis to identify size of industry, leading players, and specific industry characteristics; conducting client requirement analysis to understand clients procurement needs; developing a comprehensive category strategy based on customer and industry analyses and developing contracts with new suppliers or renegotiating existing contracts. The Senior Manager will lead the contract negotiation process and achieve best value for Amgen (required quality and service levels at lowest total cost in the market) by 1) leading the appropriate sourcing process for new and expiring contracts 2) defining and executing the contract negotiation strategy; and 3) leading the contract implementation and the identification of opportunities for expanded supplier relationships to enhance the business partnerships.
Tactical responsibilities include: development of GCO and Corporate Communication project specific procurement/sourcing execution plans, supplier sourcing and contracting, contract administration and contract close-out. The ability to draft and write GCO and Corporate Communication category specific contracts
The Strategic Sourcing Director is also responsible for developing and maintaining an annual supplier management plan, including forecasted spend, savings expectations and performance objectives as well as ;
Responsible for the effective management of an agreed sourcing and procurement portfolio that will typically contain both repetitive and one off projects.
Make useful contribution to the development of the GCO and Corporate Communication Vision. Clearly understands the Sourcing and Procurement vision and takes the initiative in promoting this with internal Customers, extended Stakeholders and external supplier base.
Uses professional expertise to develop innovative sourcing and procurement strategies and different ways of doing things.
Able to develop effective work plans and priorities in order to meet objectives.
Takes time to build effective relationships with key internal Customers and other key Stakeholders. Identifies and involves key Stakeholders early and ensures understanding of their business needs and expectations. Is viewed by the business as a purchasing professional a trusted adviser.

DIMENSIONS
Strategic Sourcing Director manages GCO and Corporate Communication Categories and related sub-categories for categories of responsibility with a view to leveraging full Amgen spend.
Supported Business Units
All Amgen functions (e.g., North American Commercial Operation (NACO) organizations, Global Commercial Operations (GCO) and Corporate Communications teams, the senior directors of Marketing Operations, Marketing Operations functional area managers, Franchise (Business Units-BU) leads (ie IBU, NBU, OBU, Corp. A/cs), International, Global Marketing, Finance, HR, Sites, R and D, etc.) requiring Sales, Marketing and Corporate Communication related goods and services. The key internal Amgen stake holders and business partners include MOPS/SMOPS, Brand Teams, PSTs, etc..as well as all relevant SS and P departments that interface with Sales, Marketing and Corporate Communication departments.

Positioned Interface with Executive Directors, Directors, Managers, etc internally plus externally with CEOs, Account Directors, Project Managers etc
NATURE AND SCOPE
The Senior Manager (Global Commercial Operations (GCO) and Corporate Communication) Expansion business plans into challenging, insightful and actionable GCO and Corporate Communication sourcing and procurement strategies and objectives, drawing from a deep knowledge of Amgens business requirements. The person shall have a clear, insightful and deep knowledge of the marketplace and industry practices and trends and a thorough understanding of the Amgens relative positioning within this marketplace. Based on this knowledge, the Senior Manager (GCO and Corporate Communication Sourcing) must align Amgens business plans with appropriate functional area strategies and approaches, initiating new or revised procedures, programs and project delivery as required for the overall initiative success. The person will develop and maintain close collaboration relationships with key business partners at equivalent and/or superior levels, to ensure alignment of operational decisions, budgeting, and resourcing. The Senior Manager (GCO and Corporate Communication Sourcing) will ensure category management tools and processes are appropriately and consistently deployed to ensure Amgen leverages best value from supply base, including the development of risk mitigation strategies where required. The Senior Manager will convey a sense of purpose and mission that motivates the team while keeping them focused on clear actionable objectives, balancing big picture strategy concerns with the day-to-day tactical execution. The Senior Manager will develop and implement balanced scorecard of relevant metrics to measure and communicate key Suppliers performance for their areas of responsibility through various means of communication, including reporting out to the SLT, Operations and Finance co partners, operations reviews, monthly progress reports, etc. A key role of the Senior Manager is to communicate the capabilities and initiatives of the GSS organization to peer GSS groups and key business partners.
PRINCIPAL ACCOUNTABILITIES
1. The Sourcing Director will be a skilled and experienced sourcing and procurement category owner who will be responsible for the development and execution of the category strategies. The Senior Manager will translate Amgens business strategies into actionable sourcing category strategies and objectives based on a thorough knowledge of Amgens Sales, Marketing and Corporate Communications business requirements and an in-depth subject-matter expertise for the categories of responsibilities including a thorough understanding of the competitive processes within the industry.
2. Develop the Best Team: Recruit, develop, retain and lead a team of high performing sourcing professionals as required. Coach and support GSS GCO and Corporate Communication team members Provide on-going honest constructive feedback to team members and SLT. Develop successors for key positions. Support the GCO GSS Executive Director in developing vision and assist in team developments.
3. Deliver Results: Establish high performance standards, use measurable goals to track and communicate progress, and continually raise the bar on performance and expectations. Focus and prioritize on high impact activities by clearly communicating expectations, accountabilities, and responsibilities. Conduct periodic reality-based, results-focused operating reviews and drive quick corrective actions and provide this feedback to SLT.

5. Collaborate effectively with business partners and stakeholders to establish strategic sourcing strategies that are integrated with partners business strategies to provide maximum value proposition (e.g., grow revenue, reduce total lifecycle cost, mitigate business risks, improve asset utilization, optimize Amgen resources utilization) for Amgen by applying entrepreneurial behaviors to fully leverage opportunities in supply market (e.g., assurance of supply, service, quality, cost, technological innovation, regulatory changes, process improvement, operational and contractual risk mitigation, etc.) and Amgen business requirements.
6. Effectively engage and influence GCO and Corporate Communication functional leadership and SLT to obtain organizational and budgetary support for implementation of targeted sourcing strategies and initiatives, as well as endorsement of key GSS policies, procedures and processes.
7. Structure and maintain a world class supply base that provides the appropriate quantity and quality of suppliers to Amgen that reflect current market conditions, the competitive environment and Amgens requirements. Apply performance measurements that identify and reward outstanding suppliers; identify, improve and/or eliminate under-performing suppliers; align client business needs with supplier goals for joint process improvement, cost reduction, as well as quality and service improvements.
8. Continuously improve GSS policies, procedures and processes to ensure effective and efficient allocation of organization resources (e.g., staff, budget, assets, etc.).
9. Communicate and coordinate with GCO and Corporate Communication functional leadership and SLT to ensure sourcing initiatives and their benefits are maximized effectively and efficiently locally, regionally and globally as appropriate across Amgen.
10+ years general leadership and management experience
5+ years strategic sourcing experience
5+ years GCO and Corporate Communication industry experience and its related categories and sub-categories
2 years line management experience
Experience in sourcing pharmaceutical / biotech manufacturing or other industries.
Business B.A./B.S
10+ years Sourcing, Procurement and Supply Chain Management experience in matrix organizations

Preferred Qualifications:
MBA or graduate degree plus
Working experience in a matrix organisation
C.P.M. (Certified Purchasing Manager) from I.S.M. (Institute of Supply Management)
Proven experience developing and implementing effective strategies and content for categories of responsibility within Sales , Marketing and Communication Categories.
Strategic thinker with proficient presentation, oral and written communication skills including public speaking
Strong project management, interpersonal and facilitation skills
A successful track record of aligning marketing and communications and promotional activities with Organizationâ?Ts brand and corporate strategy
Strong leadership, coaching, mentoring and management skills
Experience managing and collaborating with diverse, internal and external work groups
In-depth GCO and Corporate Communication subject-matter expertise, preferably associated with pharmaceutical/biotechnology-related industries
Extensive working knowledge of category management, strategic sourcing practices, processes and tools
Strong knowledge of principles and application of eSourcing tools (eRFx, eRa)
Strong negotiator (development of negotiation plans, conditioning, team-preparation, execution)
Superior analytical skills, critical thinking, creativity and problem solving abilities
Understand fundamentals of accounting, basic knowledge of HIPPA (USA), DPA (Europe) and SOX legislation
Fluency in drafting, negotiation and writing Sales Marketing and Communication contracts
Strong computer literacy
Strong client focus, diplomacy, conflict resolution and ability to work in a matrix environment
Ability to work effectively with all levels of management managing multi department projects simultaneously and remain graceful under pressure
Ability to adapt to rapidly changing business priorities and economic environment
